Yes, penetration equals sex.

In case you were wondering: Yes, you can still get pregnant from this. When a man is excited he tends to leak a bit of fluid from his penis. Even if this is only a drop (or half a drop) of liquid, it contains sperm.

A drop like this can contain loads of sperm cells. Only one sperm cell is needed for you to become pregnant.

Coming (as you call it) is just a bonus. Sex simply means penetration.
